La construction dirigée par des Chinois au temple de Jokhang, un site classé au patrimoine mondial de l'UNESCO à Lhassa, au Tibet, a suscité des inquiétudes "concernant le niveau de consultation et de participation tibétaine au processus de conservation". La construction de deux pavillons au temple "semble adhérer à un style architectural chinois incompatible avec l'architecture traditionnelle tibétaine" dans le but de "créer une impression pour les visiteurs sur le fait que le Tibet fait partie de la Chine depuis l'Antiquité".
